BACKGROUND:

On January 25, 2022, Council approved applying for the Indian River Lagoon National Estuary Program (NEP) Category 1 Grant funds in the amount of $40,000 for the Dixon Blvd. at Indian River Drive Water Quality and Resiliency Project with a 50% match. The IRL Council provided an initial agreement that reflected funding in the amount of $40,000 for the total project estimated cost of $80,000.

An after the fact project proposal provided by the consultant estimated the project cost at $119,906. The IRL Council then provided a revised agreement to match approximately 33% of the total cost of the Project, and the cost-share not to exceed $40,000. Since the original estimated cost was $80,000 with a cost-share 50% match, $40,000 was budgeted in FY23 for this project. However, as stated above, the total project cost is $119,906. The $39,906 shortfall will be funded by the Stormwater Utility Fund.

On August 9, 2022, Council authorized the City Manager to execute the revised Agency Cost-Share Agreement between the Indian River Lagoon (IRL) Council and the City of Cocoa (IRL2022-03) for the Dixon Blvd. at Indian River Drive Water Quality and Resiliency Project, Design and Engineering.
