BACKGROUND:

The City of Cocoa has employees that work many different shifts over a 24-hour period in both public safety and utility departments. In the event an employee is involved in a work-place accident, drug testing may be required under the City's Drug Free Workplace Program depending on the situation.

Drug testing in the evening hours is extremely limited and in the past the City has utilized the local hospital for emergency situations. The last time that option was utilized the invoice was over $1,500. COTG 2021, a local drug testing vendor in Rockledge was found, who can either come on site to the workplace or the employee can go to their testing site.

Their pricing is considered reasonable due to the emergency circumstances this would be utilized and only on an as needed basis. The pricing would vary on an annual basis based on amount of accidents and timing of accidents but we expect the annual costs to be less than $1000.
