BACKGROUND:

In an effort to prevent vandalism and suspicious activities in the City restrooms within the Cocoa CRA/Village, it has been suggested to install security gates. Previous attempts to lock public bathrooms at night have proven unsuccessful in deterring destruction of public property. These security gates will be installed in the threshold of each entrance to the restrooms and the gates will be locked after hours, preventing access to the restrooms. This will hopefully prevent the damage of doors and restroom equipment inside. The gates will have a time-controlled lock that will be set to park operating hours and controlled by Public Works and Leisure Services.

Under the Cocoa CRA Plan Update of 2022, the CRA has prioritized provisions for security and safety within the CRA. One such program is Crime Prevention Through Environmental Design (CPTED), encourages effective techniques that can reduce crime, and improve the quality of life. The installation of these gates is one form of CPTED that will dissuade offenders from committing crimes and decrease the costs of repairing/replacing materials and equipment due to vandalism.

The locations of these gates are near the Amphitheater, in Lee Wenner Park, in Riverfront Park and on Oleander Street (next to the municipal parking area). Staff recommends the purchase and installation of these security gates for Cocoa Village.
