BACKGROUND:

The City of Rockledge is planning to construct force main improvements within its city limits which consists of the installation of a new force main within and along Pluckebaum Road (Rockledge Pluckebaum Project). The City of Cocoa is planning water main improvements within Rockledge city limits which involves a water main extension within and along Pluckebaum Road (Cocoa Utilities Project). With both projects anticipated to take place within the same time period and location, Staff has coordinated with Rockledge to promote efficiency, prevent unnecessary duplication of effort, and further reduce inconvenience to the citizens of Rockledge and Cocoa water customers. By cooperating on the design, permitting, bidding, and installation of the Cocoa Utilities Project and the Rockledge Pluckebaum Project under a unified Joint Project.

Staff worked closely with the City Attorney to create an Interlocal Agreement (ILA) which allows both cities to identify and share common costs associated with the design, permitting, bidding, and installation of the Joint Project. A Shared Cost Memo requiring the signatures of the City Managers of Rockledge and Cocoa will be developed during the bidding phase and finalized upon receiving the construction bids.
