BACKGROUND:

The City of Cocoa owns and operates a fueling facility to fuel City of Cocoa vehicles and equipment. The site consists of three underground storage tanks (UST) consisting of a 2500-gallon diesel UST, one 10,000-gallon gasoline UST, and one 12,000-gallon gasoline UST. The site is also equipped with one 10,000 -gallon diesel above ground storage tank (AST). The three USTs have exceeded their useful life and pose a significant environmental liability to the City of Cocoa. Multiple deficiencies were noted during a Florida Department of Environmental Protection (FDEP) bi-annual inspection in 2020. The three UST were installed in 1992, 1993, and 1998, respectively. In an effort to address deficiencies noted in the FDEP Inspection report, City staff is recommending the complete removal and replacement of the USTs and associated equipment. The existing 10,000-gallon diesel AST, installed in 2008, would remain. A new 18,000-gallon gasoline AST and 1,000-gallon non-ethanol AST would be installed to replace the existing gasoline USTs. The diesel UST would be eliminated since the existing 10,000-gallon AST provides appropriate capacity for the City's needs. The non-ethanol AST will be utilized for small equipment.
